Position Summary

The Staff Attorney will work in an ombudsman role to support the adjudication and settlement of water rights in New Mexico and will contribute more broadly to the preventive diplomacy efforts of the Utton Center to address natural resources issues across New Mexico and the West by providing neutral and objective legal research, policy analysis, and outreach.

Conditions of Employment
Minimum Qualifications

J.D. or LL.B; no previous experience required. Certification/Licensure Member of NM State Bar, or member of State Bar of another state or District of Columbia and in possession of a Public Employee Limited License issued by the NM Supreme Court.

Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Preferred Qualifications


  • Licensed to practice law in New Mexico;
  • Demonstrated excellence in written and oral communication;
  • Demonstrated ability to build consensus and encourage collaboration;
  • Demonstrated engagement in Western conservation issues including water and Indian law;
  • Demonstrated ability and interest in teaching and mentoring students;
  • Demonstrated ability to work independently and with a small, energetic team;
  • Academic background in the sciences preferred.
